A Perfect Circle has released “To Whom It May Concern,” their second new single of 2026 and the follow-up to “Starless,” which has reached No. 1 at Active Rock radio.

The new track arrives as Billy Howerdel and Maynard James Keenan announce an extensive 2027 North American tour launching April 13 in Vancouver, British Columbia. The run includes major stops at Red Rocks Amphitheatre, the Hollywood Bowl, MGM Music Hall at Fenway, Prudential Center, Climate Pledge Arena, and more.

“To Whom It May Concern” was written earlier this year and recorded at Howerdel’s Lankershim Ranch Studio in Studio City, California. Howerdel produced the track, Matty Green mixed it, and longtime collaborator Josh Freese plays drums.

“It’s exciting to finally get some new music out into the world, and seeing ‘Starless’ reach #1 at rock radio this week has made it even sweeter,” Howerdel said. “The outpouring of support is so very much appreciated. ‘To Whom It May Concern’ is next up! More to come.”

The tour will feature Puscifer on all Canadian dates and the Detroit stop, covering April 13 through April 23 and April 25. The Cult will support the remaining U.S. dates from April 27 through June 13.

“Very much looking forward to pulling double duty through Canada with A Perfect Circle and Puscifer,” Keenan said. “Been way, way too long. New tunes, new dance moves, new hair hats. Figure it out. #figureitout”

The 2027 North American run follows A Perfect Circle and Puscifer’s fall 2026 dates across Latin America, Australia, New Zealand, Japan, and Hawaii. Dave Hill appears on the fall 2026 dates.

Formed in 1999 by Howerdel and Keenan, A Perfect Circle released their debut album Mer de Noms in 2000. The album debuted at No. 4 on the Billboard 200 and became the highest-charting debut rock album of its time, featuring fan favorites including “Judith,” “3 Libras,” and “The Hollow.”

The band continued with Thirteenth Step in 2003, eMOTIVe in 2004, and Eat the Elephant in 2018, the latter debuting at No. 3 on the Billboard 200. Their live history includes headline festival appearances and sold-out shows at venues including the Hollywood Bowl, Madison Square Garden, and Red Rocks Amphitheatre.

“To Whom It May Concern” is available now.
